Online Non-Resident Courses for Non-California Residents Applying for CA CCW Permits through Riverside County Sheriff’s Department

Take the required classroom training online, from home, at your own pace. Then complete your in-person live-fire qualification. You must be a resident of states and U.S. Territories outside of California who can legally own, purchase and possess a firearm capable of being concealed upon your person. You must also be at least 21 years old. This course is taught in 2 stages. First is the online course and second is in-person range training and qualification. Let the Riverside County Sheriff’s CCW Unit know which live-fire course you plan to complete. The Sheriff will approve it or may suggest an acceptable course within 75 miles of your home. You must qualify with each firearm you want listed on your permit. Learn at your own pace: You can pause any lesson and pick up right where you left off. Important: Enroll with your name exactly as you want it to appear on your permit. It must match the name on your application with the Sheriff’s Department.

How the non-resident process works

1. Check that you’re eligible. You live in a U.S. state or territory outside California, you’re 21 or older, and you can legally own and possess a concealable firearm.
2. Complete the State Standard Application online at https://riversideca.permitium.com/ccw/start (choose “Non-Resident”). You’ll attest under oath that Riverside County is the primary place in California where you intend to travel or spend time, and list the make, model, caliber and serial number of each firearm. Riverside Sheriff Non-Resident Application Instructions (PDF)
3. Submit your fingerprints, either through a California Live Scan operator or on an FBI FD-258 card taken by a law enforcement agency in your home state, following the Sheriff’s instructions.
4. Take our online course: the 16-hour Initial or the 8-hour Renewal.
5. Complete your live-fire qualification with each firearm you want listed on your permit. Let the Riverside County Sheriff’s CCW Unit know which live-fire course you plan to complete. The Sheriff will approve it or may suggest an acceptable course within 75 miles of your home.
6. Upload your certificates and finish within 120 days. Once you submit your application, you must complete everything within 120 days, or your application is withdrawn with no refund.

Tip: Watch the 120-day clock. Because the classroom portion is online, you can start the course the same day you apply.

Frequently asked questions

Do I need to be a member of CRPA, GOA, GOC or the Second Amendment Foundation?

No. Club membership is no longer required for non-resident applicants. California’s non-resident CCW rules (AB 1078, effective January 1, 2026) don’t include a membership requirement.

How long do I have after I submit my application?

Once you submit your application, you must complete everything within 120 days, or the application is withdrawn with no refund. Plan your training and live-fire qualification so you finish in time.

Is the training really online?

Yes. The classroom portion is 100% online and self-paced. You have 60 days from the start to complete it, and you’ll need 90% on the final exam. The live-fire qualification is done in person.

Where do I do my live-fire qualification?

Tell the Riverside County Sheriff’s CCW Unit which live-fire course you plan to complete. The Sheriff will approve it or may suggest an acceptable course within 75 miles of your home. You must qualify with each firearm you want listed on your permit.

How do I submit fingerprints from out of state?

Non-residents may use a California Live Scan operator, or have fingerprints taken on an FBI FD-258 card by a law enforcement agency in their home state and mail the card to the Sheriff with the required fees.

Does completing the course guarantee a permit?
